I have a tv card that is proving to be a hard nut to crack people. I looked at the available tv cards supported by linux mint five but mine was not on the list. considering there are too many a people having the same problem, could there be a universal way of making any tv card work in linux?

If your card isn't supported, there isn't much you can do. You can find out more info on the chipset of your card with the "lspci" command, or "lsusb" if it's a usb tv tuner. A couple of links that might help: http://www.mythtv.org/wiki/Category:Video_capture_cards : http://www.bttv-gallery.de/
