in my experience, the reason the urpmi database is locked during an install of software is probably the auto update has lock on the database in the background checking for updates and usually release the lock when it is finished....and also you may have problems occasionally with connectivity to repositories timing out for a number of reasons associated with the site, Internet traffic etc.....you can manually delete the LOCK file ..........
I have used Mandrake/Mandriva since 8.0 and have never been disappointed with any of their releases......
