Bluefish is actually very much under development, but this is mainly done in the 1.1 tree and in CVS. There hasn't been a 1.1 release recently because the heart of Bluefish (the editor widget) is currently undergoing a complete rewrite, which takes a lot of time. But we're working towards the 2.0 release!
