I just use ksubtile to greate/edit subtiles for videos. It is easy to do. Then you get RTS file from it what you can burn with video by using K3B or ManDVD. There is other application too, subtitle composer: http://kde-apps.org/content/show.php/Subtitle+Composer?content=69822
