To clarify, there are the licenses of the two programs:
PeaZip: free and open source (LGPL version 3) http://sourceforge.net/projects/peazip/ in Project Details, License
IZarc: free but closed source, EULA http://www.izarc.org/license.html
btw IZarc is for Windows/Wine only while PeaZip for Linux run as native software, of course you can run PeaZip for Windows under Linux+Wine as well :)
