That is not exact, p7zip has console only interface, unless you use it through GUI frontend like Arc, Fileroller, or PeaZip.
p7zip is released under LGPL, and that is the force of open source: you don't need to reinvent the weel to support .7z format, you just can make a frontend to expose p7zip's functions to users through a friendly interface.
Moreover PeaZip adds support for other minor but interesting formats like LPAQ/PAQ, PEA, QUAD, ARC (which features recovery records and strong encryption), which are not supported through p7zip and which has no or very few few available GUI frontend.
