(Wow, do I dislike the lack of formatting in comment posts). You are still missing the point. Nobody mentioned anything about project managers "being technical/administrator". However, it is important for project managers to understand the work that is being done, to some degree, in order to manage the people and their work/deadlines properly. And the second point is that, assuming you're the second anon that replied, you are, as joe barr said, wrongly correlating project management with the ability to work with (new) project management tools. They are different things and it was a rather inappropriate way to tackle the credibility of this review.
