The legality of it depends on what the user does with it !
Imagine that you are using it to find open/free educational media (e.g. wonderful physics teaching videos by Prof Walter Lewin, great stuff!). This is perfectly legal... and good for your education too !
Some media/content is licensed without restrictions in allowing more than 1 copy to be made, and some in fact encouraging you to spread it.
So ultimately, the question o f legality depends on the license on the media/content, and not on the software tools.
