Actually, the N800 has an FM tuner, not a transmitter. I haven't seen any official report that the 810 transmitter was removed, but since it is not shipping here yet, there's no way to know. It's mentioned in the press materials; it is possible that the wording of the specs makes it sound like it is an internal transmitter and it is, in fact, a minijack-connected external one, but again that is just speculation. In either case, since the firmware has still not shed "beta" it is possible that the FM transmitter app is temporarily absent from IT OS2008, just as the FM tuner app is.
