If they don't want enhancement proposals, they should remove that feature from Bugzilla. It's ridiculous to have a mechanism for submitting enhancement proposals and then either require the submitter to provide the patch, mark it as invalid, or point them to a mailing list. And if you post on a mailing list, you get responses like this one (not one of my proposals, but very representative of the type of treatment many feature requests receive.
