Projecting the size and growth of the OSM database is an interesting question. A starting point would be to adjust the sizes displayed on http://planet.openstreetmap.org/ for the removal of segments that took place during the last week.

It's plausible that the TIGER import is a once-off occurrence, but it is also plausible that the servers will be swamped by users improving the quality of the TIGER data and rendering the result.
