Yes Seahorse does Encrypt and Sign in a single operation. Using the Nautilus plugin, right click and select Encrypt.., A dialog opens with a list of keys you want to encrypt the file with. At the bottom of the dialog is an option which allows you to sign the message at the same time. Its default is not to sign the message, so you have to select the key you want to sign the message with.
