F-Spot ( <a href="http://f-spot.org/" title="f-spot.org">http://f-spot.org/</a f-spot.org> ) can upload to Picasaweb. Use the latest (0.3.0) version. If you don't like the "Photo Manager" aspect of f-spot, f-spot also came with a viewer mode (f-spot --view) and that viewer can also export to picasaweb.
