That's one of the misunderstandings: very different scope.

The new API is a wrapper around a small portion of the desktop APIs, allowing for a limited set of task to be done in a common way.

For example it isn't necessary to wrap or implement things that are covered in specifications, e.g. communication between application and window manager or location of trash folders.
