Since the article author already got it wrong, you're concerned about things that actually do not exist.

The Porland Project is not about unifying free desktops, it is about allowing access to desktop features, also called desktop integration, in an uniform way.

Neither of the participating desktop project has to be changed for this, nor does it restrict any customization.

The Portland Project's work provides a new way into the desktop, it does not remove or change the current paths applications can use.
