I doubt that the exact version number of a program/library is of serious issue for a common desktop user.
However as soon as someone gets into development she can ask her way through.
What I dislike most are projects that make no releases at all but expect their users to check out from CVS/SVN itself.
Btw: IMHO version numbers are just labels (a shallow outwards appearance), what an app/library is really capable of doing can only experienced by using it. I believe in the hacker ethics, which teaches to not value someone by his or her outward appearance<nobr> <wbr></nobr>...
